Title: ATTACK ON FEDERAL GAS TAX RESUMES AS CONGESTION PROBLEMS INCREASE
Abstract: In a response to rising gas prices, on April 24 Rep. Sensenbrenner introduced H.R. 1575, which would suspend the entire federal motor fuels tax for six months and permanently repeal 4.3 cents per gallon of the tax. The bill comes at a time that data showing the extent and economic costs of congestion has become available. The existing federal surface transportation law, the 1998 Transportation Equity Act for the 21st century (TEA-21), directly links federal highway investment to Highway Trust Fund receipts. Eliminating part of the gas tax would result in significant cuts in federal investments in state highway improvements. The article presents arguments against suspending the gas tax and some in support of the suspension.
