Abstract: Until the next highway act is approved in 1991, the only improvement in construction funding will come from state tax increases, barely enough to keep up with inflation. Meanwhile, two issues are paramount for those who plan and build roads: what to do about traffic congestion in most metropolitan areas; and how to fight those who would increase the federal gas tax, not to build roads but to prop up the federal budget. This article discusses these two issues in light of the shifting focus of spending for highway construction to rehabilitation.
