Some commercial systems will be in their implementation phase at the time the Third World Congress is held. Many organizations ask for compliance with the emerging standards, with an eye to the interoperability of the systems provided by different manufacturers. Although a compliance can be achieved with the standard in the lower levels of the ISO/OSI stack, it is much more difficult to achieve it at the application level, with the current development status of the standard. It appears, therefore, that a very large number of On Board Units will be delivered that will not be interoperable on a pan-European basis. A retrofit of OBUs would then be required to obtain such interoperability. This paper deals with the likelihood of this happening, and presents some scenarios and consequences that could affect the deployment of ETC systems in Europe.Read More
