Title: REENGINEERING FHWA'S HIGHWAY PERFORMANCE MONITORING SYSTEM
Abstract: June 2000 will be the debut of the newly revised Highway Performance Monitoring System (HPMS) that tracks the vital statistics of the nation's roadway system. HPMS provides essential information on highway condition, performance, and use. It serves many critical functions for both the Federal Highway Administration and the states, providing investment information for congress, condition and performance information for the traveling public, and information necessary to make equitable apportionment of highway funds to the states under the Transportation Equity Act for the 21st Century (TEA-21). The purpose of the most recent strategic reassessment was to review the HPMS in light of contemporary issues and emerging business needs and determine what changes were appropriate at this time. As a result of the reengineering, the HPMS is positioned to make better use of new technologies for collecting and reporting data.
