Title: Coordination of ISTEA—1991 Management Systems
Abstract: Following the successful development and implementation of pavement management concepts, the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) contains the provision that State's must develop, establish, and implement the following six (6) management systems: Highway pavement, Bridge, Highway safety, Traffic congestion, Public transportation facilities and equipment, and Intermodal transportation facilities systems. The primary purpose of the ISTEA requirements for implementation of management and traffic monitoring systems is to encourage State highway agencies to collect and utilize additional information needed to make effective decisions on the use of limited resources to improve the efficiency of and protect the investment in the Nation's existing and future transportation infrastructure. As a result of proposed rulemaking for implementation of the Management and Monitoring Systems, published in the March 2, 1993 Federal Register, State highway agencies are beginning to recognize the urgency of preparing for compliance with the management system provisions of ISTEA. The New Mexico State Highway and Transportation Department has issued an RFP for consultant services to assess status of current management system activities and determine actions required to comply with these ISTEA provisions.
