Title: TEA 21 BEGINS MAINSTREAMING OF ITS PROGRAMME
Abstract: When the Transportation Equity Act for the 21st Century - TEA 21 - became law, it made intelligent transportation systems (ITS) central to United States transportation policy by quickly promoting the ITS program into the well-funded, traditional federal aid highway and public transit categories. The article examines how ITS role has been expanded and what programs are now eligible for funding. The article recognizes that perhaps the greates contribution TEA 21 will make to the surface transportation system is the mainstreaming of ITS by weaving it seamlessly into the entire surface transportation system and thus giving it strength, flexibility and resilience.
