Title: NATIONAL RAIL NETWORK STUDY: INTERNATIONAL REVIEW OF RAIL INFRASTRUCTURE POLICIES
Abstract: This study examines the international experience in the development of transportation policies that are based on strategic objectives for rail infrastructure development and investment. The study includes Australia, Europe (France, Germany, Sweden, Switzerland, and the United Kingdom), and the United States. In all instances, the objectives were to understand the background, context, influencing factors, and options that were considered in introducing rail infrastructure policies; obtain candid assessments of the effectiveness of such policies and insight to changes that are being considered to address deficiencies; and to assess the relevance of these policies and experience to Canada and to the potential application of such policies to the Canadian context.
