Abstract: The Wisconsin Department of Transportation has recently undertaken a comprehensive review of the state’s freight rail policies and programs. The objective of this study was to determine whether policies and programs developed during the 1970s could meet the needs of an evolving freight rail industry in the 1990s. This final report is the realization of an extensive study and review process. The research, policy analyses, and numerous meetings with key figures in the rail industry have reinforced the idea that freight rail service is, and will continue to be, a key element of a balanced transportation system enabling Wisconsin businesses to remain competitive. This report includes background information concerning the railroad industry, both in Wisconsin and the nation. This data on past and current rail services, and trends in the industry provide the basis for Departmental analysis of rail programs and policies, and lead to a number of Departmental actions. Public input played a key role in formulating ideas. The initial draft version of this report generated a great deal of discussion and input from many people, lending further credence to the importance or rail in Wisconsin. From these analyses and public input, sixteen specific courses of action have been defined, including eight recommendations for legislative action, seven policy statements adopted by the Department, and one issue to be given further study. These courses of action present a major step in recognizing freight rail service as a key factor in the state’s economy, and help to reaffirm the continuing role of rail in Wisconsin’s economic future.
