Title: The Future of Transportation Infrastructure Investments: Determining Best Practices for States’ Funding and Financing Mechanisms
Abstract: This report looks at all the ways the 50 U.S. States pay for transportation infrastructure. Funding mechanisms explored include fuel taxes, tolls, vehicle registration and permitting fees, vehicle miles traveled fees, and freight-related fees. Case studies are provided to illustrate the effectiveness of the various funding mechanisms. Financing mechanisms such as state revolving funds, state infrastructure banks, public-private partnerships and bonds are also outlined along with case studies. Recommendations to increase revenues from funding mechanisms and increase financing for infrastructure are included.
