Title: Public Project Funding Trends: Innovation and Changes in Public Works Funding
Abstract: Unique funding challenges are faced by the airport, local road, and highway sectors as they address new infrastructure capacity requirements. The author examines the thoughts of experts interviewed for the article on the need for creative funding and innovative construction. Discussion includes such highway funding options as fuel tax continuation, the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), and public-private partnerships; and such local road funding options as privatization, public-private partnerships, and local government cooperation. Airport funding will change when the Airport Improvement Program (AIP) expires in September 2007. Airports do not have the same amount of funding flexibilities as Departments of Transportation, and, in addition to funding, also need to find space, as well as conduct airport pavement improvement research. In addition to AIP-related fees and taxes, passenger facility charges are important funding sources. Funding innovations are important for airports.
