Tolling is attractive on a theoretical basis in that motorists only pay for what they use. On a pragmatic perspective, tolling enables states to finance new road building because most funds from budgets are allocated towards maintenance and reconstruction of existing roads. In addition, tolled roads help to reduce traffic congestion as drivers willing to pay for faster trips help open up space on crowded roadways. The article describes the growing trend in private sector involvement in highway financing and the related advantages. It concludes with a brief look at how the Trans-Texas Corridor, the express toll lanes on the Capital Beltway and I-95 in Northern Virginia, and the 75-mile long toll road around Indianapolis are forging ahead as pioneers in finding innovative solutions to transportation funding issues.Read More
