Title: When governments say "diaspora" : transnational practices of citizenship, nationalism and sovereignty in Croatia and former Yugoslavia
Abstract: Un certain nombre d’acteurs non-etatiques sont en competition pour le monopole de la representation de « leur » diaspora : associations de migrants, organisations de minorites, lobbies etc. De plus en plus de gouvernements des pays d’origine sont, eux aussi, engages dans cette competition pour definir et gouverner « leurs » populations a l’etranger. Mais comment expliquer des pratiques transnationales de souverainete visant des populations situees precisement en dehors des frontieres territoriales qui legitiment cette souverainete ? La these developpee ici est que la notion de « diaspora » doit etre comprise comme un « speech act », un enonce performatif qui permet de justifier des pratiques politiques transnationales qui ne le pourraient etre autrement. L’etude empirique de la these porte sur l’Ex-Yougoslavie et la Croatie contemporaine. La premiere partie de la these aborde l’emergence des differentes categories de populations Croates a l’etranger, et l’evolution differentiee de pratiques de pouvoir transnationales pour les gouverner. Dans la seconde partie, la these explore comment, dans les annees 1990, la fusion des pratiques discursives et bureaucratiques dans la categorie de « diaspora » a permis de justifier 1) la mobilisation des ressources politiques, economiques et humanitaires des groupes diasporiques durant le conflit de 1991-1995, 2) la recomposition de l’equilibre ethnique Serbe/Croate au travers de la d’une definition post-territoriale de la citoyennete, ainsi que des tactiques electorales lies au vote et a la representation de la « diaspora » au parlement 3) l’annexion deterritorialisee de parties de la Bosnie-Herzegovine dans les annees post-Dayton.
