Abstract: This article examines the CityLink highway project in the city of Melbourne, Australia. This 22 km highway network links the business centre of the city with its airport, port and industrial zones, and was financed by the private sector. Each supplier tendering for the project had to provide a link in the development of multi-lane electronic toll collection. Vehicles are equipped with electronic tags and the infrastructure features license plate recognition and image-based vehicle detection and classification. Casual users can be registered for a pass to the system. The operator required minimal revenue loss through inaccuracy, which has been achieved. Users are provided with maximum access with minimum effort. Development of the system has been evolutionary and the work of the operator has also changed to meet the administrative needs. Future aspects to the project are discussed.
