Title: TRAFFIC INFORMATION MANAGEMENT FOR LOCAL AUTHORITIES
Abstract: The paper describes the TIMS traffic information management system in operation at two local authorities and a regional transportation authority in South Africa, and provides information on traffic characteristics of multi-use suburban developments. The objectives of TIMS are to evaluate elements of the road network to identify problem areas and to prioritise them for improvement, as well as to provide information to analyse the operational efficiency and safety of these elements. To achieve these objectives, a database containing the following modules is maintained and can be interrogated on a regular basis: road network definition on cadastral background, road hierarchy according to a functional classification, traffic counts, accident records, road and intersection geometry, passenger transport, road signs, status of transportation infrastructure, network performance indicators and parking information. Traffic characteristics of multi-use suburban developments are described in terms of trip generation and parking requirements and it is shown how more efficient use can be made of transportation infrastructure through a combination of diverse land uses, shared parking and demand management.
