Title: THE DIFFICULTIES INVOLVED IN IMPLEMENTING ITS IN DEVELOPING COUNTRIES IN THE ASIA PACIFIC REGION
Abstract: The unabated growth in the volume of vehicular traffic coupled with the inadequacy of road capacity continues to be a major problem in a number of developing countries in the Asia Pacific Region. The situation is compounded in a number of countries because expenditure on urban traffic control and associated ITS technologies are generally not given priority due to weak government policy and a lack of commitment to strategic planning. Operating in this type of climate, traffic authorities are often given little scope to improve traffic conditions. This paper examines some of the benefits obtained from implementing road based ITS in developing countries in the Asian region and focuses on some of the issues involved in implementing ITS in these countries. As well, a brief case study is provided, using Singapore as an example of a country that has a structured approach to ITS implementation. Finally the role of the private sector is discussed, highlighting the key role it plays in developing countries. For the covering abstract see IRRD E102946.
