Abstract: This article describes the use of development models for forecasting traffic growth in Asian cities in the year 2001. Advice is provided on methods to limit congestion. Sections are provided on: a) the demand- activity approach; b) the supply approach; c) land use management; and d) demand management. Other theoretical considerations such as the user pays principle are also discussed briefly. The conclusion is that development models for Asian cities should take the negative lessons learnt by more developed cities fully into consideration when traffic and transport planning is undertaken.
