Title: THE FINE ART OF DBOM CONTRACTING FOR AGT SYSTEMS
Abstract: Design, build, operate and maintain (DBOM) contracting, also referred to as super-turnkey, has necessarily been the contracting approach for Automated Guideway Transit (AGT) systems built over the past 25 years. This paper discusses the lessons learned and how they have been applied for successful projects. The experience of the structure of BDOM contracts is charted for a majority of AGT projects in regard to turnkey packaging of the work for the operating systems, fixed facilities and operation and maintenance; including important considerations for determining work packaging. The development of appropriate contract requirements that define the end results and do not impose undue constraints is discussed, as compared with conventional contract specifications for rail systems. A proven procedure for development of detailed operation and maintenance specifications is presented. Also, the lessons learned for structuring a successful means for contract management and oversight are discussed in relation to the contracting method.
