Title: SYSTEM INTEGRATOR-SYSTEM MANAGER CONTRACTING APPROACH FOR PROCURING ITS PROJECTS
Abstract: Procurement of ITS projects presents unique challenges to State and local transportation agencies. ITS projects typically incorporate the latest in computers, software, telecommunications, sensing, and electronic technologies. The development, application, and integration requirements of these advanced technologies may not easily be specified at the outset of the project or optimally procured with the traditional contracting technique of design-bid-build. The system integrator-system manager (SI-SM) contracting approach enables transportation agencies to address some of these difficulties and complexities by providing continuity in system design and integration during both design and construction phases of the project. The SI-SM contracting approach provides a single point of authority and accountability for system design, software development, and system integration activities and has proven effective in optimizing quality, cost, and timeliness of ITS projects.
