Title: A REALISTIC APPROACH TO PROBLEMS OF MOTOR VEHICLE AND HIGHWAY USE
Abstract: The three basic elements of highway transportation - highway, motor vehicle, and driver - though separate and distinct, are so closely interwoven in their relationships that it is impossible to set one completely apart from the others in dealing with highway transportation as a whole. The article has simplified the subject into two almost completely different aspects of the total motor vehicle transportation problem: 1) the planning, construction, programming, design, and financing of adequate highway facilities, and, 2) the efficient operation of the highway plant, so that the highest potential service might be realized.
