Title: COST CONTROL TOPS THE AGENDA AS REFRANCHISING MOVES AHEAD
Abstract: This article considers the current situation of railway management in the UK. Since the industry was privatised in 1993, costs have increased sharply, mostly in infrastructure work such as track modernisation, but current concern is focused on the cost of maintenance and renewals. The infrastructure company Network Rail has taken back control of maintenance work from some contractors. The Rail Regulator identified cost savings that could be made and there is a need to demonstrate that existing money is being spent wisely. Several franchises for services are due to expire in 2004 and some of the current holders will have their contract terminated and the franchise will be re-let. Overall government subsidy levels seem certain to increase.
