Title: $TOWARDS A PAN-EUROPEAN PERSPECTIVE FOR TRAFFIC MANAGEMENT ON THE TRANS-EUROPEAN ROAD NETWORK
Abstract: The TEL TEN initiative has investigated, via a close European co-operation, the scope of defining a traffic management policy for the Trans-European Road Network (TERN) based on implementation of transport telematics. In the overall approach, the leading actors are the public authorities representing at the European Union (EU) level the 15 member states. This paper describes the overall methodology to set up a reference traffic management framework (RTMF) where European guidelines are specifying quality, continuity, and interoperability of services, and when necessary, compatibility of equipment of relevant applications for the TERN. To shape the RTMF, four task forces have identified the pan-European perspective in the domains of basic monitoring infrastructure and organizations, data exchange, use of dynamic signing, and RDS-TMC traffic information services. This framework has been developed as a tool to guide the member states in defining structural and application projects that might be co-financed by the European TEN-T budget line.
