Title: Views of Administrators and Teachers on Participation in Decision Making at School (The City of Ankara Sample).
Abstract: Introduction in administration is among most important tasks of management. The strategic decision making process is biggest Issue of interest of strategic management and most important of all organizational worries (Dean and Sharfman, 1996: 368). The top manager of organization should be an individual with a dynamic and reliable personality, who can make correct decisions and who can lead organization in line with these decisions. Decision making process is a management process which takes most of administrator's time and whose results affect administrator mostly. Decision is defined in dictionary as the exact judgment taken by thinking on a task or a Three most important aspects of decision are as follow: 1. It is based on selecting. It is determination of most correct one among alternatives regarding problem. 2. It is rational. While making decisions, a rational but not an emotional attitude should be adopted. 3. It is purposeful. Ways and methods that are serving for purpose in solving problem should be preferred. Administrators can approach problem in various ways while making decisions. The first of these approaches is decisions based on intuition. The administrator who does not know about reasons lying under problem and functional solutions takes decisions in line with his emotions. The second approach is to take decisions based on judgment. Such decisions take a majority of administrator's time. Routine decisions regarding activities of organization are taken by means of administrator's knowledge and experience that s/he has gained at a specific area. Her/his experience has taught administrator decision rules as well as finger counting (Can, 1999,240). Decision process is used in order to make a change in an organization, prevent or resolve a conflict or influence organization members. Decision is axis of other processes. The survival of organization depends on correctness of decisions taken. The administrator's taking correct and efficient decisions firstly requires his/her being knowledgeable about decision models and its stages. Bursalioglu (1999:116) identified these stages as follow: --Understanding problem, gathering information with regards to problem, --Analysis and interpretation of information, --Formulating solution ways, --Selecting most efficient solution, --Implementation and assessment Three dimensions can be considered in implementing decision; (Katz and Kahn. 1966) 1--The level of general and abstract aspect of decision. The more a decision is general and abstract, harder it can be implemented. Decisions that are abstract and that can be reduced to an aspect are ones clearer and evident. 2--The internal and external organizational area affected by decision. The larger area of decision, harder monitoring and controlling of implementation of decision. It will become impossible to assess such a decision's level of resolving problem. 3--The duration that decision will be valid. The longer implementation of decision, more it gets weaker to implement it. In order to make implementation of decision stronger, it is needed that decision is reminded to organization at times and controlled continuously. 4--One of most important factors affecting decision is problem of participation. 5--When performed with suitable methods and at suitable levels, participation, which is getting more important in contemporary management trends, appropriation and adoption feeling resulted from performers' participation to decision affect decision in a positive way; while participation which cannot be held in suitable and sufficient level may obstruct implementation of decision. …
