Title: INTERNATIONAL BENCHMARKING ROAD CONSTRUCTION AND MAINTENANCE IN AUSTRALIA: A DISCUSSION PAPER
Abstract: This report is a discussion of the economics of road construction and maintenance in Australia. It signals that Australia spends proportionately more of its gross domestic product on roads than competitor countries, but less per kilometre. It discusses engineering standards for roads and recommends that roughness levels be determined by traffic volume rather than by use of uniform design standards. It also calls for uniform and accurate statistical information and performance indicators in the roads field. It highlights the need for investigation of areas that may be advantageously contracted out and it calls for an improvement in quality assurance standards. It calls for investigation of the level and effectiveness of contracting out road works and it states that user pays pricing systems should make provision for considering tradeoffs between the benefits and costs of different expenditure, having regard to factors such as road system capacity, rideability, safety and traffic speeds.
