Abstract: This research was conducted to develop road maintenance and construction priority-setting methodologies for use by the Bureau of Indian Affairs for its 25,000 miles of roads on Indian lands. A benefit-cost analysis approach is proposed for both maintenance and construction priority-setting. The construction methodology considers arterial roads with primary benefits of reduced vehicle operating costs, economic penetration roads built to enable exploitation of reservation resources to increase income to the tribes, and social roads for delivery of benefits which do not have a directly observable dollar value. An allocation formula is developed which will distribute construction funds among the Agencies by considering both the purely economic and the social effects of road investment. /Author/
