Abstract: Railway capacity is becoming increasingly important to government, rail managers and operators. Rail capacity encompasses more than individual aspects of rail operations. Many definitions have been applied but none have included the railway as a complete system. This report covers a wide range of current knowledge about railway capacity and expands to include a newly developed matrix tool for modeling railway capacity in areas such as infrastructure, vehicles and operations. Preliminary analysis is presented for PRIME, another tool used to model rail capacity operations which allows greater flexibility with headways and signaling, speed profiles and train lengths.
