Title: THE STRATEGIC MANAGEMENT OF RAILWAY ENTERPRISES AS COMPONENTS OF ADVANCED TRANSPORT SYSTEMS
Abstract: Besides its more general philosophical discussion, this essay considers various aspects of the contemporary role of railways. They may be able to resolve, or at least significantly reduce, many of the problems caused by the excessively rapid and poorly planned growth of car transport. Road transport is tending to move to a situation where it will be more controlled, and be forced to evolve into guided transport on reserved track. Several different basic technologies could be used. New technologies include: (1) the tyre/lateral guideway system; (2) the conveyor; (3) the pipeline; (4) the aero- train; (5) Maglev; or (6) the pneumatic tube. The railway is now in the 'high performance' area, corresponding to a large quantity of movement through high speeds and/or heavy loads. Railway systems operation is based on the principles of: (1) programmed operations; (2) centralised management; and (3) long range strategy. Rail will become more deeply involved in the overall transport system, and will depend on its aims and strategies. The transport system will gradually evolve to become a component of a logistics system, which will also include many services associated with fundamental economic and social activities. For rail, the two strategies of 'integration' and 'specialisation' will become limits of a particular range of strategic options.
