Title: OBJECTIVES AND OBSTACLES IN MASS TRANSIT SYSTEM DEVEOPMENT
Abstract: THE MODAL SPLIT MODEL WHICH WAS DEVISED BY THE PENN JERSEY TRANSPORTATION STUDY (PJTS) IN 1962 HAS BEEN SUCCESSFULLY APPLIED AND ADOPTED BY SEVERAL OTHER MAJOR URBAN TRANSPORTATION STUDIES. THE AUTHOR RE-EVALUATES THE WORK CARRIED OUT BY THE PJTS AND EXAMINES VARIOUS ASPECTS. HE DISCUSSES THE TRANSIT TRIP PREFERENCES IN THAT AREA, FOLLOWED BY AN ENUMERATION OF AND AMPLIFICATION OF FACTORS CONSTITUTING THE OBSTACLES IN THE SYSTEM DEVELOPMENT. IT IS SHOWN THAT ONE MAJOR CONCLUSION IS EVIDENT - THAT THE TRANSPORTATION PLANNER MUST FOCUS FIRST ON THE GOALS AND OBJECTIVES THAT EACH SYSTEM MUST MEET. /AUTHOR/
