Title: IMPLEMENTATION CONSIDERATIONS FOR USING VIDEO FOR TRAFFIC MANAGEMENT AND SAFETY
Abstract: Many traffic agencies in the United States are implementing video technology for traffic management and safety purposes. The flexibility of the video camera and processor has prompted agencies to pursue the widespread use of the technology as a cost-effective means of obtaining traffic information. Despite the cost-effectiveness and diverse information that can be derived from video technology applications, the use of these technologies may not be appropriate for every jurisdiction. Existing or expected traffic conditions should warrant communities making a significant investment in video and computing technology and manpower to operate a video system. This paper identifies popular issues that should be considered for the successful implementation of these technologies. These issues were identified via a data collection effort focused on several traffic management centers (TMC) in the United States. The research documented in this paper was performed to assist future implementation of video technology for traffic management and safety in the state of Alabama. This paper is broken into two sections: synthesis of Traffic Management Centers (TMC); and overview of the use of video for automated enforcement
