Abstract: Toll collection finances the future upgrading, rehabilitation and maintenance of a road. The existing toll roads in South Africa can be classified into National Roads Agency (NRA)-funded toll roads (state toll roads) and build-operate-transfer (BOT) toll roads (concession toll roads). Possible new toll projects in South Africa are outlined. The operations and maintenance of all toll roads in South Africa is undertaken by private sector toll operating companies appointed by the NRA. The features and limitations of the approach used for the operation and maintenance of toll plazas during 1984-2001 are outlined. This system consisted of different contracts for each aspect of the toll project, i.e. operators, toll management information systems, lane equipment systems, and electrical systems. The advantages of the new-style Comprehensive Toll Road Operations and Maintenance contract are described.
