Abstract: The Federal Highway Administration (FHWA) has opened new possibilities for self financing toll projects under a ruling in NEPA Analysis of Toll Roads. The ruling addresses the problem of demand for new highway capacity in the face of budget limitations by offering states the possibility to pursue toll road alternatives and focus on self- financing options. Innovations such as automated toll collection (ATC) have made open road tolling more acceptable to motorists but require new methods of enforcement using cameras and automated notification systems.
