Abstract: Pennsylvania is using federal support for increased bicycle infrastructure as a way to clean the air and is aggressively installing bicycle elements in its new transportation projects. Designs must take into account safety concerns, not just in terms of traffic interactions, but also in terms of users' exposure to crime. Generally, three types of riders should be accommodated, children, basic adult riders and advanced. Multi-use paths are best for the first two, or designated bike lanes that are clearly delineated. Continuity is also important in reducing bike conflicts with motorized traffic. Public involvement is also important. Enabling transit users to more easily ride their bikes by including bike racks on buses is a big help. In Philadelphia, 800 buses are equipped with racks. Amtrak has a Bikes on Board program for much of its East Coast service. Historic Philadelphia has plans for a 300-mile bike network. It has 100 miles of bike lanes and multi-use paths.
