Title: Level of service audit tool for cycling facilities
Abstract: Bicycle Network and VicRoads have jointly developed the Cycling Level of Service Assessment Tool (CLOSAT) so as to enable the quantitative assessment of bicycle facilities and the network as a whole, be they on or off road. Other modesr Level of Service (LOS) measures are based upon vehicle and or people throughput and delay, however this does not translate cleanly to a cycling network as it is rarely throughput constraints that is constraining people throughput but the ability to get people to choose to ride in the first place. Therefore the Bike LOSAT is based fundamentally on the attractiveness of a facility to get people riding and therefore achieve the aspirational 600 people per hour throughput on a given route. Quantitatively measuring this quality in conjunction with attraction for a rider to use The Bicycle Level of Service Audit Tool is a process with which you can measure the quality of a bike facility, be it on or off road. This process was developed to meet the need of the VicRoads SmartRoads system but can also be used in any scenario to provide a greater understanding of the network from a transport perspective. Inconsistency in quality, ranging from bike lanes disappearing when approaching intersections, poor call up time at signalised crossings, tight width of bike lanes, narrow paths or lack of separation will often result in low riding rates. The LOS can help identify the weakest link in a cycling route as it covers a wide range of scenarios and an accumulation approach to the varying elements of a bicycle facility.
