Abstract: This article traces the development of pedestrian and transit streets, discusses the principles that underlie planning and design, and gives illustrative examples of projects that have been built, are in process, or are proposed. The background of the concept of for people is discussed, and present pedestrian problems in the city centers are noted. Questions that must be answered before a community decides to build a transit or pedestrian street are considered. Key pedestrian planning steps are tabulated as are also desirable elements in planning pedestrian areas. Planning and design principles for pedestrian and transit streets are summarized and pedestrian levels of service for downtown sidewalks are suggested. Examples are given of other street improvements, and ways to improve the walking environment are noted. Transportation planners and engineers should meet the challenge and create the opportunity to revitalize the city rather than assume a reactive role in this effort.
