Title: Implementation of a network level pavement management system
Abstract: The challenge of obtaining maximum benefit for road maintenance expenditure has been receiving increased attention by both engineers and governments over the past five to ten years. The development of Pavement Management Systems (PMS) is a result of the emphasis placed on assessing funding needs of the total road network as opposed to reacting to the needs of individual road sections on a day to day basis. This paper outlines the development of a strategy for the implementation of a PMS in New South Wales, Australia. The action plan for implementation is then discussed in detail. The paper then outlines the difficulties encountered and progress to date with implementing a PMS for a 35,000 km road network (A).
