Title: MEETING URBAN TRANSPORTATION DEMANDS: PROBLEMS AND PROGRESS IN THE WASHINGTON METROPOLITAN AREA
Abstract: THE GEOGRAPHIC, SOCIO-ECONOMIC, POLITICAL, AND INSTITUTIONAL CHARACTERISTICS OF THE NATIONAL CAPITAL REGION ARE DESCRIBED. THE SPECIAL CHARACTERISTICS OF A COUNCIL OF GOVERNMENTS INCLUDING ORGANIZATIONAL OBJECTIVES, RELATIONSHIPS, AND STAFFING, AND THE ROLE OF TRANSPORTATION PLANNING WITHIN A COG FRAMEWORK ARE DISCUSSED. A NUMBER OF PROBLEMS RELATING TO IMPLEMENTATION OF URBAN TRANSPORTATION PLANS AND PROGRAMS ARE IDENTIFIED: (1) THE UNIQUE FEDERAL INTEREST IN THE NATIONAL CAPITAL REGION, AND ITS IMPACT ON LOCAL DECISION-MAKING, (2) THE CONFLICT BETWEEN LOCAL PLANNING NEEDS AND OBJECTIVES AND FEDERAL DOLLARS AVAILABLE, (3) THE CONFLICTS BETWEEN CENTER CITY AND SUBURBAN NEEDS AND GOALS, (4) THE DIFFUSION OF RESPONSIBILITIES FOR TRANSPORTATION PLANNING AND DECISION-MAKING AT ALL LEVELS OF GOVERNMENT, AND (5) THE TRANSPORTATION IMPACTS OF LAND USE DECISIONS. THE PROGRESS BEING MADE IN OVERCOMING THESE PROBLEMS IS DISCUSSED. EXAMPLES OF IMPROVED COORDINATION AT THE FEDERAL LEVEL AND THE REGIONAL LEVEL ARE EXAMINED. ACCOMPLISHMENTS IN IMPROVING CENTER CITY/SUBURBAN RELATIONSHIPS IN THE WASHINGTON METROPOLITAN AREA ARE PRESENTED, AND THE COG APPROACH TO CITIZEN PARTICIPATION AT A REGIONAL SCALE IS DESCRIBED. THE BENEFITS OF BALANCING LONG-RANGE PLANNING WITH SHORT-RANGE SOLUTIONS ARE ALSO DISCUSSED, AND EXAMPLES OF SPECIAL PROJECTS IN THE WASHINGTON METROPOLITAN AREA ARE USED TO ILLUSTRATE THESE BENEFITS. FINALLY, THE PROSPECTS FOR MEETING URBAN TRANSPORTATION DEMANDS IN THE FUTURE, AS RELATED TO THE GROWING LOCAL INTEREST IN CONTROLLING AND SHAPING URBAN GROWTH, AND THE POTENTIAL FOR CONTINUING IMPROVEMENT IN FEDERAL/STATE/ REGIONAL/LOCAL RELATIONSHIPS ARE EXAMINED.
