Title: TRANSPORTATION PLANNING IN THE SAN FRANCISCO BAY AREA--A HISTORY OF INSTITUTIONAL FRUSTRATION
Abstract: THE EVOLUTION OF THE TRANSPORTATION PLANNING PROCESS IN THE SAN FRANCISCO BAY AREA UP TO THE PRESENT IS DISCUSSED. THE EFFECTS OF GOVERNMENTAL DECISIONS ON THE LAND SETTLEMENT PATTERN OF THE REGION IS DESCRIBED. CHANGES TAKING PLACE AT ALL LEVELS OF GOVERNMENT TO ASSURE A CLOSER WORKING RELATIONSHIP INCLUDE BETTER PLANNING COORDINATION, PARTICULARLY BETWEEN LAND USE AND TRANSPORTATION AGENCIES, AS WELL AS THE MODEL AGENCIES; AND A BETTER UNDERSTANDING OF THE IMPLEMENTING, FUNCTION, PARTICULARLY AS IT RELATES TO FINDING SOLUTIONS AT ALL LEVELS--FEDERAL, STATE, REGIONAL, AND LOCAL. THE METROPOLITAN TRANSPORTATION COMMISSION, THE LATEST STEP IN THE TRANSPORTATION PLANNING PROCESS IN THE BAY AREA IS EXAMINED. THE COMMISSION IS A SINGLE-PURPOSE AGENCY, BUT IT DERIVES CONSIDERABLE CLOUT THROUGH LEGISLATION. IF PROPERLY RELATED TO THE REGIONAL LAND USE PLANNING, IT COULD SET MANY PRECEDENTS. A SHORT REPORT DESCRIBING THE RECENTLY ESTABLISHED STUDY TO DETERMINE THE IMPACT OF BART ON THE SURROUNDING BAY AREA IS INCLUDED.
