Title: THE COST OF ROAD CRASHES: A REVIEW AND ANALYSIS
Abstract: Highway safety is an important economic, social and political issue which is often tinted with deep emotions. Road safety may be enhanced through improvement in the road itself, the vehicle using the road or the driver operating the vehicle. Millions of dollars have been spent each year in all these areas through public policy. The cost effectiveness of road safety programs is a difficult but important question requiring, among others, the estimation of potential benefits which, in turn, is based on the cost of injury and fatality. This paper provides a critical review of the available techniques for costing road crashes.
