Abstract: This article discusses how 1 state department of transportation is engaging its customers as full partners in planning and decisionmaking. It provides some of the lessons learned with the Route 40 Corridor Improvement Project, a public improvement process in New Castle County, Delaware, that was based on a consensus-building approach to recommend 20 years of improvements in transportation. An overview and description of project characteristics are provided, and specific features of land use and other issues related to the 20-year plan are outlined.
