Title: STATE OF FLORIDA STRATEGIC HIGHWAY SAFETY PLAN: IDENTIFICATION OF SIGNIFICANT RUN-OFF-ROAD CRASH LOCATIONS
Abstract: Roadway safety is one of the highest concerns for the Florida Department of Transportation. In May 2001, the Department adopted Strategic Objective 2.2, Improve Transportation Safety, as a means of identifying and implementing key strategies that should reduce fatalities on Florida's roadways. Strategic Objective 2.2 is separated into five Emphasis Areas. The first of these Areas, Keep Vehicles in the Proper Travel Lanes and Minimize the Effects of Leaving Travel Lanes (Run-Off-Road Crashes), has recently been the focus of numerous safety projects in District 5. The following steps have been developed by the Florida DOT Strategic Highway Safety Plan Team to identify and implement countermeasures at high-crash locations: (1) Conduct literature review; (2) Retrieve and analyze crash data; (3) Define significant crash trends; (4) Conduct site or video-log reviews as needed; (5) Identify the common roadway characteristics that may be contributing to these types of crashes; (6) Disseminate the results of the analyses to appropriate Department offices; (7) Set target for quantity of improvements to be initiated in 3-5 years; and (8)Develop and implement projects. The purpose of this paper is to explore several methods that can be used in Step 3. Examples will be given of large projects, such as the Interstate 95 corridor, and smaller projects, such as local county roadways. Listing the different methods used to identify significant crash trends, will allow the Department to consistently identify high-crash locations. This consistency will help to combat the run-off-road crash problems that are on the rise in Florida.
