Abstract: In May 1992, as a part of Bike to Work Week, the Mayor of Chicago presented the Council's BIKE 2000 Plan. This was the most significant document related to bicycling ever produced by the City. Its objective is to make Chicago bicycle friendly and develop bicycling as a serious mode of transportation. The goal is to improve Chicago's environment by shifting at least 10 percent of all single occupancy car trips under five miles to bicycle trips by the Year 2000. This will be achieved through a seven-year implementation plan that is now being developed and which will include the following four elements: Education, Encouragement, Engineering, and Enforcement.
