Abstract: The topic of the workshop is presented and analyzed, and the themes are stated in the order in which they will be taken up. Diversity, which is viewed as evolving either from the top down or from the bottom up, is considered as the differentiation of the wide variety of institutional types and of educational offerings. Within the context of such major questions as where diversity should be located and how it should best be encouraged, the subject is discussed in terms of country and international contexts, policy goals for the future, the legal construction of higher education structures, and the management of change.
