Abstract: The authors have carried out an extensive survey into the appropriate structures for the efficient and effective delivery of road maintenance. The survey has covered a number of countries including Australia, Canada, New Zealand, United Kingdom and United States and has included extensive literature reviews, questionnaires and interviews, as well as their experience with a pilot road maintenance contract in Sydney, Australia. The study clearly identified that the efficiency and effectiveness of the road maintenance effort could be improved by the adoption of the appropriate management structures and the introduction of competition.
