Title: Benchmarking road maintenance practices: the New Zealand perspective
Abstract: Linking the expenditure on road pavements to the outcome of this investment remains the holy grail of road asset management. As a result of the work completed by the New Zealand Road Maintenance Task Force (RMTF) a number of industry changes are currently being implemented including amalgamations of smaller local councils and a different procurement model of long-term road network maintenance. Another concern raised by the RMTF was the significant variation in road maintenance cost across the country. Not only do the procurement prices differ significantly but there is also a fragmented approach to maintenance practices resulting in different expectations as a consequence of similar treatment options. To overcome these shortcomings, a systematic approach for selection of the most appropriate system is now needed. This paper documents a methodology to benchmark procurement practices concerning highway maintenance using non parametric approaches.
