Title: IMPROVEMENT OF COGNITIVE MODELS OF DEVELOPMENT OF SMALL BUSINESS ON THE BASIS OF SWOT ANALYSIS
Abstract: A significant obstacle on the way of creation of cognitive models generated for managing social and economic processes is the procedure for identifying cause-effect relationships between factors, with a subsequent indication of the strength of the influence of one factor on another. The analysis showed that the apparatus of the extended SWOT-analysis proposed in this article allowed in some way to overcome this difficulty to some extent. The expansion is carried out by introducing a more detailed classification of factors, compared to the well-known and linking classes with the corresponding measurement scales. A more detailed classification considerably simplifies the use of scales used to measure the force of influence of factors on each other. The key factors that are considered as levers of management, affecting the development of small businesses, are used to formulate the appropriate governing regulations as a result of the application of the cognitive map. These prescriptions can be the basis for justifying the amounts of financing for certain directions of innovative development of the region in the form of quantitative increments of the values of the initial factors.
