Title: Infrastructure Project Management and the Power of Implementation
Abstract: The purpose of this paper is to bring renewed attention to project management concepts and public policy implementation issues as they apply to infrastructure development and renewal. Two main themes will be established. First, the author will develop extensive concepts about project management's role in public works organizations and the life cycle of infrastructure systems. Second, the author will focus on the implementation phase of this life cycle and suggest that significant power can be exercised by those managers involved in implementation. The approach of the paper is to (1) identify models/concepts from project management and public policy implementation; (2) suggest important issues or questions which arise in the conduct of infrastructure system development and management; and (3) prepare selected hypotheses/propositions which can be evaluated in subsequent research.
