Abstract: U.S. Department of Health and Human Services (HHS) Secretary Louis Sullivan, M.D., issued new regulations in late August which require the Maternal and Child Health (MCH) Block Grant program to remain in the Health Resources and Services Administration of the Public Health Service (PHS). AAP leaders and other maternal and child health advocates support Dr. Sullivan9s action reversing an April 1991 transfer of the MCH Block Grant program from the PHS to the federal Administration for Children and Families (ACF).
