Abstract: The development objective of the Bihar Rural Roads Project for India is to improve road connectivity in project districts and management of rural roads in Bihar. Some of the negative impacts are include : (i) compliance with forest act in case trees are on forest land; (ii) effect on livelihood, standing crops, cultural properties, natural habitats, and flora; (iii) pollution from construction camps, storage yards and labor camps; (iv) identification of designated location of waste disposal; (v) effect on roadside vegetation; (vi) loss of topsoil; (vii) fugitive emissions from transport trucks; (viii) dust rising and increase in particulate concentration in ambient air; (ix) waste management contamination of surroundings due to round off from construction sites; (x) operational safety of workers; (xi) trampling of vegetation, damage to flora and road side properties; (xii) erosion causing impact on embankment or slope stability; (xiii) movement of machinery for compaction; (xiv) congestion on roads and impairment of safety of road users; Some of the mitigation measures are include : (i) prior clearance from Forest Department; (ii) modification of alignment or relocation of the cultural properties; (iii) location of storage yards, construction sites criteria to be adopted; (iv) pollution due to location close to settlements, water bodies and other sensitive areas such as sites selection in conformance to criteria provided; (v) disposal or storage of grubbing waste and possible reuse; (vi) stripping and storing topsoil; (vii) covering of material with tarpaulin or use of covered box trucks during transport; (viii) use of dust suppressants; (ix) prevention of runoff from entering water bodies; (x) conformance to safety concerns of the road users and workers in operation, first aid provision and mandatory provision of personal protective equipment; (xi) minimizing impacts on vegetation, private and common properties, including religious structures; (xii) slope stabilization measures as seeding, mulching, and bio-engineering techniques; (xiii) restricting movement on adjacent lands; (xiv) Issue of notification on building lines and control lines.
