In reducing the malpractice from the centralization of state power by autocratic monarchy, the democratic values of modern spirit were best manifested in the cross period of the Ming and the Qing Dynasties. The principle of modern democratic values of taking people as the foundation, power restriction, political participation,was more embodied at that time.
