Abstract: With the development of commodity economy and the intensity of social changes, from mid Ming dynasty, the upper ruling class, with the aim to keep the stability of rural, society, started to establish some new kinds of organizations such as. Baojia(), whose aim was to seize the wicked and some village regulations Xiangyue(), whose aim was to urge good and punish evil. To the early part of Qing dynasty, feudal ruler stepped further to advocate village regulations and endeavored to inculcate. The local officials took charge of the selection, the appointment, and the dismissal of a clans chief, so that the state power could firmly controlled clan groups. Under the autocratic ruling of Ming and Qing dynasties, the so called Third field that independently intervened and judged non governmental disputes couldnt exist at all.
