Title: COMPREHENSIVE MULTI-OBJECTIVE MANAGEMENT MODEL FOR CONJUNCTIVE USE OF GROUND AND SURFACE WATER IN BAOTOU CITY, CHINA
Abstract: To solve the shortage of water resources and meet the water demand from municipal, industrial uses and agricultural irrigation in Baotou City, a multi objective management model for the conjunctive use of surface water and groundwater is developed. In the model, the decision variables are the amounts of water exploited from surface water, phreatic and confined aquifers and the water supply for every sub area and different users. The objectives are to minimize the deviations from a set of goals involving in social and economic planning and environmental management. A finite element model for two layer groundwater flow is applied to generate unit impulse response matrix of groundwater system in studying area. Linear goal programming is used to solve the multi objective model. The optimized scheme shows: total water supply quantity is 666 38 9 ×10 4m 3·a -1 , in which the amount of groundwater pumping is 13 506 2 ×10 4m 3·a -1 ; water demand is satisfied at most and the best economic benefit is obtained; groundwater flow tends to be reasonable through exploitation control of water quantity. Furthermore, policies and countermeasures concerning water resource management are suggested upon the optimization scheme.
